Told to pay the wrong amount, then penalised

For the second year in a row the people working at the HPCSA have given me incorrect information about the fees due for the year, and have penalised me for their mistakes. I paid them the amount they specified immediately while I was on the phone with them. I confirmed the amount telephonically with the person I with which I was speaking before paying it. This is the second year in a row that I have complained about this. The HPCSA does not take responsibility for their faults, and does not correct them
