Cancelling a TV License is impossible!!

I have been trying for over a year to cancel my TV License. I have sent in 2 affidavit's with confirmation that the TV I owned had been sold but to no avail. I do not hear a thing back from them that the affidavit I sent is not correct etc, but then I get a call saying I owe them. Not only do they not get back to me for more information on the affidavit but the collections officer who called me had a terrible attitude - I actually told him to call back when he gets a better attitude and ended the call I was so upset.

How do I get this thing off my name?! I am desperate..
