EMS- customer care dont answer calls

Hey SA post office.

I have tracking done my international mail and wanted to know if they would send my mail to my home address or PO Box (as i need to make arragements), but after trying to call the EMS office over 50 times, no one is there to answer my calls, is that what you call a customer care line???
