No notification and returned Item

I have an item with tracking number: RA115082012SI that was arriving from an international country.

It was addressed to my PO BOX in Tokai, 7966

When the item never arrived, I queried with the seller who in turn gave me the local tracking number only to find out that the item has already been returned to the seller!

There was only ONE notification (FIRST NOTIFICATION) that was allegedly sent out (to my PO BOX) which never arrived. How it never arrived, I dont know as a PO BOX is meant to be the most secure form of receiving your post?

Why did I not receive my first notification and why was there never a second notification? Why did no one try and contact me before sending my package back to the seller?

The seller claims he did not receive the item back and apparently you cannot track my parcel that you sent back to him! Thank you SAPO! Who is now responsible for my lost parcel?

I sent an email on 14 May to customer services to look into this matter and never received any acknowledgement or response.
