Not all items of starter pack delivered

Last week I purchased a starter pack from Isabella Garcia online. After initial hiccups my delivery was marked as urgent and delivered within 3 working days this morning (big thumbs up on that one). However upon opening the package I came to realize that not all the products which was supposed to be included has been delivered. Looks like the box was tampered with?

Please advise what needs to be done. I am not paying another delivery fee - this should be for Isabella Garcia's account.
