Incompetence of electrcians on stand by

It seems that the electricians on standby over the weekends do nothing else but refer one to the useless un-user firiendly website when their sms system is not operational. I topped up prepaid electricity on saturday 25 May in the morning, gave it about two hours before sending the sms request for the units and not received a response since then. We called the electans on standby to assist (Koos) and all he did was refer us to the website which we do not have access to as this is registered in the owner of our flats name and is therefore useless info. I've found that ever since we have the prepaid system that this problem persisits and that the electricians are just not willing to help especially wen it happens on weekends. I have small kids at home and being without electricity is not something I like and I am sure neither will Koosr any other staff of Impact. It is Sunday morning 26 May and we are without electricity which I am not happy about and want this problem to be addressed urgently with Impact staff to avoid this nonsense from occuring again. Tenants do not have acces to their website and they need to understand that when we call for assistance that they need to deliver.
