GERMISTON SPCA USELESS IN MY EYES

Many times we phoned the Germiston SPCA to put a complaint in or to get help from them to come and have a look at our neighbours dogs... And still the dogs are there looking terrible the one white dog is so skinny I want to cry everytime I see the dogs. There is no power at the house and the owner gets in very late and leave early morning so when does he get time to give the dogs food, the last few days I have been giving them bread but I dont know if they have any water. I phone the animal anti cruelty and complaint and the guy phoned me yesterday saying that he is struggling to get hold of the SPCA and when I phoned it was ringing off the hook, seriously somebody need to do something to help these dogs because they cant talk. I don't even know if they have proper sleeping space or so the yard is looking terrible and they have ticks on them it's really so sad.. PLEASE HELP
