6 Months Already for A Refund Application

I contacted global visa Nov 2012 for a visa application business and conducted the payment as required, but it turned out the service they can provide can not fulfill my requirement, so on 16-Nov, I asked the client manager to initiate the refund application. Not until Feb 2013, did i find by myself that the refund requirement was ignored by that company, and no one was taking care of this case. I tried to call the manager but it was extremely difficult to get hold of them, and every time they are telling me they are attending this issue. April 2013, they finally submitted my application after I got quite frustrated with them. And last week, when I called, Oliver the person who is responsible for the refund told me the application was approved and I shall get the refund no later than 30th April. Today, when I called again, they told me it will take another 45 working days to process it. I don't know whom to believe now. Please help me resolve this issue, I am humiliated by their inefficiency and ignorance.
