NEVER OPENED ANY TV LICENSE ACCOUNT

Good day people

i tried calling your call centre number: 087 825 0600 i was on hold for approximately 45 minutes and i decided to drop the call i would like to follow up on the matter that was transfered to you guys of a tv license that was never opened and the affidavid was faxed to sabc but still the client is still owing the tv license that the client never even opened any account of please advise. I would like to know this how possible it is for this poor oak to have the tv license owing R5000 and some odds rands that was never opened before.
