Subscribed me for a R3/day service without consent

I was subscribed for a service that cost me R3/ day without my consent. On some days, this service was even deducted twice from my account. This service served no purpose and there was no value added by this service. This is clearly a. I requested for the money to be refunded but to no avail. When will the authorities clamp down these companies that are clearly out to money from unsuspecting consumers?
