"Free vouchers" with Prokard membership USELESS

Late last year (2012) I was contacted by a consultant from Protea Hotels (his name was Calvin) introducing me to the PH Prokard membership. After explaining to me that it is R1300 for membership and then you receive 6 vouchers that you can use ANYTIME during the year at ANY PH, I decided to purchase the membership.

About 2 weeks ago I tried booking one night using my free voucher but was told there were no rooms available. I then tried booking it as a "paying" customer and all of a sudden a room was available. When I enquired about this I was told that there are only a "certain number of rooms available per hotel to be booked using vouchers".

I then tried booking a room in July in PTA but was told because of school holidays no vouchers can be used in PTA. Since then I've tried everything in order to book a room using my vouchers that I'VE PAID FOR by PURCHASING Prokard membership. I've tried a week, 2 weeks or even 5 weeks in advance, I've tried numerous hotels in PTA but all of them are "sold out", but only if I want to use my free voucher. As soon as I'm willing to pay there are rooms available.

I've phoned the call centre a few times but everyone responds "sorry sir, T&C's"
