Samsung Microwave Possible Cancer Health Hazard

I bought what was then the top of the line 1500W Samsung Microwave. A few months in it started rattling. Took it in. They didn't resolve it. Took it in again, seems to have quieted down. It was all fine and immediately when the guarantee elapsed, The PAINT inside the oven starts peeling off, exposing bare metal bits, which means, according to the technician a health hazard due to lack of protection from radiation.

It's not rust or neglect but an "acknowledged" design fault. I say this because soon after, the new model, which looks almost exactly the same, now has a Ceramic Interior instead of painted metal/enamel inside. All hush hush.
So I tell Samsung about it, they reckon it is a problem, it cannot be repainted and they'll just charge a small fee for a trade in for a new one. Then comes the quote R240 labour R1260 for an Exchange, with VAT it comes to R1711.08. About the price of a new one off the shelf.
So they want to KEEP (profit) my FULLY functional unit, Charge me labour for repair that is not possible (working), then ask me to buy a new one at retail price? Possible carcinogenic design fault should not be my cost or the wellbeing of my family. CPA violation.
