Pay for studies never done

I studied my Bachelors as well as Honors degree at the University of Pretoria. I Enrolled for my Masters degree.
After realizing that I will not continue in this direction anymore I stopped my studies and paid the full amount given to me by the accounts department. (I told the lady that I want to stop my studies and settle my account.)
Now three years later I receive a bill to indicate the date that I paid the exact amount owed another R8000 was added for a subject.
I never got any phone calls or bills - I only knew that something was wrong after my dad received a call.
Also on this new bill there is a tracing fee or R200 odd. A tracing fee for dialing my dad's number which was on the same form as my contact details??? On the same form was my email address and alternative numbers - never received anything on that either.
Now I have to pay interest for 3 years for a subject I need to pay for (never took) after i stopped my studies and settled my account.
Suddenly I am much less proud of my 2 degrees I received from this horrible institution.
