Unfair treatment

Good day
Please assist me in resolving this query for me. My brother has registered in Brooklyn City College Pretoria for N3 Electrical Engineering. For the following modules last year From Sept-November 2013
1. Electro technology
2. Engineering Science
3. Mathematics
4. Industrial Technology
During this period he was attending all classes and writing tests. However during the exam time he was told that he cannot write "Industrial Technology" due to the fact that his name is not on the list of students who should write. This occurred after he was writing all his tests, making full payments and received his time table confirming that he should write this subject.

I therefore need my brother to redo this subject with no financial obligation as we have paid for this subject in full, this means he will attend classes as normal and write his paper.
Please inform me within 20 days as I need to know of the outcome before contacting the FET Ombudsman.
