No response/LATE billing

UNISA keeps blocking my online account because THEY are sending out LAST MINUTE BILLS. I have been receiving account bills only after my exams they come in drips and drabs, i pay and they block... this is the third time! I'm not even certain what's going on and haven't been able to get hold of any account department personnel. Please assist urgently as this is affecting my studies very badly. This is the most problematic institution to study at!!!
