Money making scheme

I was a registered student at UJ (Doornfontein campus) for just over two years (2009-2010). Upon the completion of my course I was reminded to clear all outstanding debt before I could recieve my qualification. I did this and graduated in 2010. Recently it came to my attention that I require an academic history for my personal use. Upon contacting the Engineering faculty I was informed that the institution does not print these documents to alumni. They've outsourced this activity to another company, to which I must pay now R400 to print this document (which I think is rediculous); whereas I can just go to the campus itself, and get it printed.
This is a very important document which is now being with held if you do not have the finances. How is this assisting any jobless person out there?

I also approached the CPUT in Cape Town, where I did a National Diploma. They had an application process on the website, and I had to pay R20 to the institution to have the academic record sent to me.

This UJ process seems like a money making scheme to me.
