Can not reach UNISA, no help

I have tried to phone UNISA several times with no luck. I have send numerous emails (20), but no answer back. I received one answer back from the Deputy Director Application Services, who send my request to a Parow staff member, but no answer back. I registered for four subjects I need in order for me to do a honours degree at University of Cape Town, these subjects they indicated to me on an official letter as requirements. They unfortunately informed me a day later that two of these subjects are not requirements, but I must take another two subjects in their place. I immediately cancelled the one subject, which was still during the registration period, but UNISA still charged me 60 % of my study fees for this subject. This I don't understand, registration was still in progress and there was no costs yet for UNISA. I can not afford to loose all this money which will amount to R1140. Is there any way possible to switch the two wrong subjects for the two right ones without loosing all this money? The wrong subjects are FIS1601 and FIS2604 and the right subjects are FIS2603 and FIS3702. Please I need help, I can not afford to loose this money, but feel helpless.
