No Special/chancellor exam for my last subject

I got 44% for one course in my May/June 2013 exam. I currently require one subject to finish my degree, but I need to wait till October to go write my F1 candidacy exam. At most other universities in South Africa a chancellor exam would be awarded to a student in my position to give them the chance to graduate instead of needing to wait 6 more months for only one subject.

My question is why won't UNISA offer me the same opportunity they have granted other student in the past?
