Tradesman you cannot trust

Requested the contractor to carry out some work on my property, and asked that the contractor provide a price for before carrying out the work. The contractor never really did all the work requested and after a few months I queried when they would bill me for the work and complete the remaining work, only to be sent a huge bill which did not match the work done. I have paid a more than reasonable sum for the work but the contractor continues to harass me and contact other people about the issue.
