Is builders selling bad merchandise

I went to builders on Friday afternoon and purchased a few things, 2 of which were a Dulux 5 L white paint and Plaster ready mix, on saturday I started painting and found lumps in the white paint, later that day my builder discovered the cement in the plaster mix was one solid lump.

This is not the firt time this has happened and the last time nothing was done about it so I wont hold my breathe that anything will be done about it now...
