A promise not met. Avoidence, non commital.!

He did a bathroom reno for my mom, who is a pensioner, somewhere in the beginning of August 2013, and hired unknowns off the street that her camera. This happened because he was never at the job, as he was too busy fixing his house! I told him that he needs to be there at all times. So he employed his nephew that knows nothing of plumbing etc. to be a supervisor and to help. He then let him go when he found out he wasn't doing his job. About a week after he let his nephew go, the camera was. During this period, no one was supervising. When we told him what happened, he promised to replace the camera, but if he couldn't he would pay out the money. This has been on-going since August, September 2013! He now avoids our calls and if we leave messages, he does not reply.
He also did my bathroom in May, June 2013, which was fine. There was no problems. But when I had a problem with the toilet here in January, he told me to sort it out! It's got to the point where it is not just about the camera or money, but the fact that he is very untrustworthy, and I do not recommend him to anyone for a job.
