Not keeping word

Marius from Nel Lapas built me a lapa in December 2013. I've been contacting him for the past two weeks now to come and fix some things. He keeps promising to come back but never does. Why is it that people are so willing to do the job, but once they receive payment you have to beg for them to come back. Make sure to check all Marius' work before he leaves, because you will NOT get him to come back
