NO AFTER SERVICE

I installed a heat pump using Green Hvac. Its been a month now and i have still not received my electrical and plumbing COC. I have followed up on numerous occasions with William but with no success. It seems like now that he has his money and eskom rebate docs, there is no need for any after sales service. What concerns me is that the people that installed the unit is not the people that are issuing the COC. I questioned William about this and he stated in writing that it didn't matter who installed the unit, so long as he supervised the job, BUT he was off on another job and did not supervise the install at my house.
