Charged twice for labou

I towed my vehicle to Barloworld GM using my friend's car on the 19th March 2013 as it could not start. I then asked them to check the engine as it was recently installed and to also investigate what could be the problem and fix it. They worked on it when i was still at the Garage (pushing the filter pump several times) and then the engine started running. I left the vehicle at the garage for them to check the engine, collected the car in the afternoon and then charged R627 (R550) quoted for their 1 hour labour. After 4 days it had the same problem, i went back to the Barloworld on tuesday 2nd April 2013 to report it and as i did not have the means to tow the vehicle back to the garage. They came to my house to tow the car back to the garage and this time they detected a leaking and replaced the filter pump which i then paid for.
The problem is they now charged me again for labour R550. I believe that as they could not detect this problem days ago, they should not have charged me again for labour. I asked Rickie but he could not fix the quote and only promised possible future discounts. Their follow up callcenter also called me but could not put me through to the service manager.
