Price Discrepancy at Engen Hout Bay Car Wash

I went to have my car washed and vacuumed at Hout Bay Engen on Saturday morning, 9 February 2013
There is a FIXED price list on the wall and the price for this particular service is R120.
Benjamin assisted me and saw some sand and dog hair in my car and decided his price would be R200.
I asked him to call the manager whose name is Wayne - Wayne was apparently in a meeting.
The more I told him that I was not paying anymore he insisted that, that was his price.
I of course was extremely angry and left with a dirty car - there is no small print saying that if your car is dirtier than others the price changes?
I have chatted to another Hout Bay Resident who also experienced exactly the same thing.
What gives them the right to make their own prices?
Why have a fixed price list if it can be adjusted by the service advisor/manager at any given time?
I find this to be unconstitutional and highly unprofessional.
I have used Engen to fill up my car for years now and this has left such a bad taste in my mouth that
I'll certainly be taking my business elsewhere and to another Brand
