Ok I know you guys are doing what you can and that there are all sorts of legal implications to this. But whatever you're doing, it's not working. I am accosted by these guys every time I stop, both sides, W (R21N-bound) and E (R21S-bound).

It's a very convenient place for me to stop, but frankly, I'm not going to use you anymore until this is sorted. I'm not afraid for my safety, I'm afraid I'll lose my cool with one of these okes and then I'LL be the bad guy.

Why not just get a guy there in Engen colours and make him responsible for keeping these guys away? Shopping centres don't tolerate these guys; why should you?
