Huge delay in getting deposit back

I rented a car on 6 December from Europcar Cape Town airport - the service agent took a R2000 deposit off my credit card and told me the balance would be refunded within 3 days of returning the car. I returned my car on the 8th December.By the 17th of December (already 9 days later) I still had received no invoice and no refund. I phoned customer service and they said for 'some reason' my rental had not been invoiced and they would sort it out.By the 19th I had still received no invoice and no payment - I phoned customer service again, who said that the refund had been made and my invoice would be sent to me. Today (23rd), now 15 days after having returned the car I have still received no invoice and no refund. When I phoned again for the third time I was told the payment had been made and to phone my bank. My bank has no record of the refund being made and I still have not received my invoice. Huge delay as compared to the 3 day refund promise made, and no explanation or apology.
