Promises made and broken weedeater broke carwindow

1st feb as we were driving one of the weedeaters shot a stone which broke my back left car window. The foreman of the group gave me a typed letter telling me to get 3 quotes, affidavit, copy of license. I did that with 2 little children with me. 7months later and being ignored after leaving numerous missed calls and messages, no one contacting me back. I dont have insurance and am driving with plastic over the broken rear window. Very frustrated. Please help and advise.
