Fines due to late registration of new vehicle

I purchased a new Tata Ace at the above-mentioned dealer. I was billed for the registration of the vehicle, except that the branch in question took so long to register the vehicle, that the temporary license expired twice whilst I was waiting for the papers and registration to be delivered. My drivers were fined on both occasions when the temporary license had expired, and the branch - responsible for the late registration of the vehicle - refuses to refund me for the costs of the traffic violations that was caused due to their incredibly bad service, .
