Being asked to pay twice

I ordered for a item through Emirates High Street where I used my air miles. I was required to pay for shipment, handling. I also paid for customs taxes which I paid for using my credit card. Emirates then shipped the item and it is with Berco Express for delivery to me. Now Berco have contacted demanding payment of what they term "customs VAT". All the documentation is generated by Berco and no SARS documents show that I have been billed this. I contacted Berco to resolve the matter but they keep saying that I need to pay. They never sold the item to me and they are simply the courier service so I am wondering as to why they want me to pay VAT to them. In one of the messages that they sent to me they clearly indicated that "Any Import Express shipment weighing less than 25 Kg will be shipped to its destination with no questions asked. (i.e. shipments weighing less than 25 Kg will not be held at origin until consignee approves shipping and charges). As of April 14th, please note that shipments weighing less than 25 Kg will be shipped and billed as is to client. No Questions Asked."

The item that I ordered for weighs about 500grams. So I am wondering why they are charging me.
