FAULTY TYRE & NOW NEED TO PAY EXTRA FOR NEW ONE

In late November 2012 I bought four new Dunlop Reagel tyres from Goodhope Tyres in Bellville. In March 2013 I discovered a bobble in the right front tyre and went back to the dealer.
They informed me that it will take up to 2 - 3 Weeks for the tyre to be sent away and for Dunlop to report back to them. I have had no response from them in a period of 8 weeks. I went to the dealer on Friday to sort the query out, after all I did pay R500 a tyre and I have been waiting for 8 weeks already. The owner informed me they had no response from Dunlop yet and not yet received the tyre back. Later that afternoon the receptionist phoned me to inform according to the Dunlop report the tyre needs to be replaced but now I have to pay in for the thread that has been used on the tyre already. The tyre is not even older than 3 months.. Is this the service clients receive these days? To have to pay for a factory fault as well?
