NO PARTS... AGAIN???!!!

On 2 September 2012 I had my Chery QQ3 serviced at Chery Helderberg. I also complained the V-Belt was noisy. When I collected my car it was still noisy (nothing fixed) and they informed me that they had to clear the warranty (3days) and only then ORDER my part from CHINA (another 30 working days).
Now today (for my 1st annual service) i brought my Chery in for routine service and to fix my power steering pump as it is leaking. (I informed them and made an appointment on Thursday 2May) Today I fetched my car and the pump was not fixed (still leaking) because once again the warranty needs to clear and THEN THEY NEED TO ORDER A PART AGAIN! Why is there no parts at this franchise??!! Now once again i need to drive around for about two months with a leaking car! This is VERY dissapointing.
