Paid for services but no delivery

I paid rudi as per his quote. He has continually postponed the appointment. The last appointment, he did not show and did not bother to call me. I emailed him. He has not replied. All I want is a refund as he did not provide the services I requested. He has not replied to date. Very unreliable and in professional.
