Careers24 sales keeps making unsolicited calls

Since August 2013, I have received a phone call every few weeks from a (new) temp sales consultant calling from their homes with children screaming in the background etc. After explaining that I was not interested, had committed my budgetary allocation for such services, and requesting that they stop calling me and being promised that they would remove my number from their database on EVERY occasion, I am still receiving unsolicited phone calls! I've even escalated this to their Business Manager, who promised me that they would stop contacting me so incessantly, but alas...

They clearly do not have a CRM system or make notes of the potential clients contacted. This is in contravention of my rights to privacy and responsible marketing legislation / codes of conduct.

What is the Media 24 / [URL Removed] / Naspers policy on unsolicited marketing calls? Is there a policy, and if so, why is Careers24 not governed properly?
