MFC hasnt returned my car's docs in 6 weeks!

I paid off my car, which was financed throught MFC on 25 Feb 2013. They promised to return my registration docs within 5 working days. I sold the car and accepted a deposit from the buyer, on the back of their promise. Now, 6 weeks later, the buyer is threatening legal action because I havent provided the registration documents needed to close the deal. I've phoned various times and emailed 3 times, and every time get a promise that it will be sent without delay. Everybody is very friendly, but NO ACTION!!
