Settlement letter request

Don't understand how this works. I have a personal loan (product 98300) with Old Mutual Finance. I want to settle this loan on friday (15/03/2013) but Old Mutual Finance don't want to give me the settlement letter/amount. I am told to go to the nearest branch (78km away) to pay for it. They say its company policy to not to give out that information over the phone. They say it is company policy to do that and they are doing that for my protection against *.What is * in me wanting a settlement letter/amount for me to pay my loan account. What makes this even difficult to understand is that they gave me a settlement quotation dated 22/11/2012 and now they can't do it. Has government introduced new laws regarding this. Does any other financial institution do this? I must pay transport fees in order for me to pay for a loan account. They have 4 different banking details with the 4 major banks, why can't they give me that settlement amount so that i can pay where i am, then i fax them a deposit slip of proof.
