Unreasonable ITC reporting

I need a new car and did an online vehicle finance check from ABSA to see if it can be approved or not. I received a message back stated that it has been rejected and I'm on ITC and someone will contact me. In a day or two's time somebody contacted me and I asked what is going on. She explained that there is an outstanding R18.00 on one of my previous vehicle finance accounts.
My Questions:
I settled my accounts and I received my vehicle registration papers. Why hand over the vehicle registration papers if the account is not settled??
Why report people on ITC without contacting them first??
Why report people on ITC for an amount as low as R18.00??

They constantly contacting me to "Upgrade my Credit card" so they can contact me!

If I owe money, tell me, that is what everybody else does!

To me, this is VERY embarrassing and in my eyes extremely unprofessional and unacceptable!
