Fake promises and not complying to T & C

This man sends out mails saying i quote from his mail with an attached approval "
In regard to your mail Loan application, attached is our terms and conditions. You are required to pay R2, 620 for Loan Contract / Administration Fee. Which is in the first paragraph in our terms and conditions. As soon as these said amount is paid into our attorneys account, we shall forward you our Loan Agreement for you to sign and return back to us.
Once these loan agreement is return to us dully signed, it takes 24 hours for you to
receive your loan amount in your bank account. Kindly get back to us regarding the
payment.
BUT ONCE THE MONEY IS GIVEN HE DOESNT ANSWER THE PHONES OR REPLY TO MAILS / IS THIS COMPANY REAL / WHY WOULD THEY ITS GONE 3 WEEKS AND STILL NO REPLY
