Someone applied for a loan in my dad's name

Whilst my dad was in Durban my brother-in-law his Id out of his car and applied for a max loan of R2500 on my dad's name. How it was done, no one knows. What security measures do you have in place then to protect a person. My dad is 80 years old and can hardly knows how to use his cellphone. I want to know how does your system verify that it is truely the correct person applying for the loan?
