PayPal has not paid us $450 - 13 Days Late

Bookdealers signed up with PayPal on 15 Nov 2013 and was paid $450 by a New York customer. It is now 29 Nov and we still haven't been paid the $450. PayPal requires that a credit card be linked to the PayPal account for verification purposes. Once you have registered, PayPal puts a $1-95 debit through the credit card account. The transaction description is supposed to contain a 4 digit code which you then put into your PayPal online profile to verify the account. The $1-95 went through the credit card, but no 4 digit code appeared. PayPal then said it can take 2-5 business days to appear. So we waited. 5 days later the whole transaction disappeared - no debit & then a credit refund - IT JUST DISAPPEARED. The following week PayPal said we hadn't requested account verification, which makes no sense: Why would the amount appear on the account if we hadn't requested verification? The transaction was then put through again & the account verified, but there is another step, which involves FNB and they have been unable to set up the required internet profile. A separate Hello Peter complaint has been logged for FNB. PayPal has been friendly & polite, but they haven't solved the problem.
