Incompetent snail mail dispatch

Every month I receive missdirected mail from Wesbank addressed like this:

Mnr NAP Liebenberg
Posbus 31204
Johannesburg
2000

Perhaps because the 31204 numbering range only exists in Braamfontein, the Post Office then redirects the mail to me, with a note correcting the post code to 2017. I'm not Mnr NAP Liebenberg, so I return the mail with a note of "RTS / Unknown". Invariably, I again receive Mnr NAP Liebenberg's bill next month. This has been going on for about a year now. Aaaw! What's wrong with you, Wesbank!?
