How is it my problem?

I was involved in an accident with a motorcycle in April this year. The accident was caused by an Outsurance client. I registered a new liability claim at Outsurance as the motorcycle was not insured. I've taken it for the assessment, to an Outsurance appointed assessor who has very little / if any technical knowledge of motorcycles. Now, the consultant, Themba, told the owner of the motorcycle during a telephone conversation earlier today, that Outsurance offers a settlement amount of R15 000.00 whereas the quotation for the repairs is R22 797.47. Now, how does that work? Outsurance, YOUR client causes the accident, and you OFFER to only pay me a certain amount for the damages caused? Not exactly. That is the quotation I received to repair the motorcycle. All the damages on that quotation was a result of the accident caused by your client. Why should I be liable for a percentage of the repair amount? I would like to know how your calculations got to that amount.
