Shut up and take my money!

So I'm trying to buy a car and I got tired of the endless nonsense that I get from Dealerships trying to get me to buy a vehicles that are in poor condition. So I decided to do a private sale of R41 000 and finance it through Wesbank. At initial credit check, I qualified for more than enough to buy the vehicle. Until they actually called me and told me they can only supply R31 000 to which the owner will never agree to and if he did, I would not buy it as it would be a clear indication that something is wrong.
Wesbank tells me that they cannot "By Law" grant a higher amount for the vehicle in question.
Ok Wesbank, so how is it possible that you can Grant R60 000 for the same vehicle, just a younger model, but that are in far WORSE conditions and with almost 20 000km more mileage if Purchased through a Dealership, but you cannot "By law" help me acquire a vehicle that is well looked after and WORTH the R41 000?
Since I enjoy a fruitful relationship with FNB, I would ideally want this deal to happen with Wesbank, But It seems I'll have to give MFC and Capitec a call.
Maybe my money and loyalty will have some worth to them
