NO FEEDBACK EVEN AFTER 6 EMAILS

This is to lodge a formal complaint regarding Outsurance - yet another one. I've made 6 attempts (not counted the on line ones) in order for a rep to get back to me regarding the amendment to my current insurance. Unfortunately I have to email as I am contracted abroad and this is my official method of communication.
Today I decided to call them and the guy who picked up at the call centre wanted to keep me on the line for another 20 min to revise my insurance and give me a new quote. He used the excuse IT MUST BE ON RECORDING.
I asked him if nobody can call me back as it is an international call and I feel that I have done more than my fair share to get in contact with them. He promised that somebody will call me back earlier today - it never happened.
Yet again, Outsurance is not responding and this is highly unacceptable.
How can this be resolved please?
