Outsurance promotions is LIE!!

I saw the outsurance ad for insurance, says if they cant beat your insurance quote they pay you R400. They could nt beat my premium, i am due to receive the R400.00 but still to this day i wait. I have tried calling outsurance to find out what is going on but i keep being told that the person in charge of the promotion is not in the office and will call me back but still waiting.
Is this how companies do business in SA??
