Temp Loan, Overdraft & Tablet special

I would firstly like to know why I do not qualify for a temp loan on my cheque account, as I urgently need to pay study fees for the month of July. I do not want a personal loan, as this will take longer to repay and also interest will be to much. I have tried numerous times, and i get a error please phone an 087 number etc. My overdraft I use up to max on a monthly basis, but i cannot increase this as well due to the fact that I have tried the temp loan so many times. And you can only use or apply for something every six months. The tablet / smart phone special you also offer, why can i not qualify for this, i tried that a few years back and since then it shows i cannot.
