No acces to consultant that put a note on my acc

I have access bond over the 9 years, by now. It apears that i have avaiable R 2000 wich I wanted to transfer it, like i allways did, in my othes acc. I was told I' am in areas with R 320, ( do not know where this coming from) I did pay in, that amount, then credit department told me, I'm clear, i can benefit automaticly of this facility. The transfer can not be done, was stop.
I phone again (call centre) and now shocking news, I must reaply for this acces bond after 9 months" Person name Mrs Herman, back up consultant wwhich dos not take calls. Totaly ridiculos... Teir decision is TABU and you have to accept it, no arguments, no mecy, no help, no negotiation, nothing. This is after 3 days of conversations on the phone, about 4 h with several consultants and one team leader, coz when is no valid answer for you thei disconect you and you have to go again the procedure, security check, tell the story again, and again. The superviser and managgers you can not access them, thei will phone you back... Never reply. Last, I ask the tel no of complain, or legal dept, wich thei dont have it, This is inacceptable, and against all the rights and now lately against the Consumer Protection Act
