Can't buy prepaid, call centre stays busy

I tried buying prepaid electricity, but the app keeps saying dailly limit exceeded. Tried calling the call centre 4 times after 10min I gave up. If everytime I phone and you are expieriencing higher than normal call volumes, i would recommend employing more people. Are you going to refund me my airtime for time wasted trying to get help.
