Refund that was "not really a refund"

In March 2013 we received a letter from Standard Bank Home Loans (dated January 2013) stating that a refund of R2002.31 was due to us as too much service fees were charged as per the National Credit act and home loans of R500 000 or less. The "refund" was made on our bond account, or so it seemed. We tried to withdraw the money but couldn't. After phoning the home loans department we were told that it was due to the fact that we did not have an access bond and the only way to get this money was to apply for an access bond. We advisd that we would not use it in the near future but would only be doing this to get access to this "refund". We went through the whole process, assessor to our home etc. The moment the access bond was approved the R2002 disappeared from our account. After numerous phone calls to home loans we were told it was due to the our monthly instalment that needed to clear first and this would take up to 10 working days. The R2002 would reflect again after this period. 10 working days passed and we only got R109 back. After enquiring again we were told this was actually not a refund and the R2002 was just a credit on our account. Nothing on our statements. Refund??
