Cell C
3G signal Full but no data

My Cell C 3G service is dismal. I have full signal but i cannot even get into Google.
I've tried all the steps that usually gets asked by the call center. Am using an iPhone 4 with full 3G signal.
I've attempted to run a speed test but its not even locating a server!
